I've extracted the design doc from web.archive.org, added a Notes section, and done some minimal formatting changes.
Unfortunately I couldn't figure out how to extract the links so with the exception of the table I've instead pointed them to the notes section as I'm sure someone in the future will figure out how to save those.
I also don't know the license of this file, so I added a mention of that as well. Fixes #879
